What the hey does “broken safety cultures” mean?

This is gubmint officialeze for we put in a whole bunch of managers who understand nothing except bureaucratic process, and then when something bad happens it must be because you need even more bureaucratic process.

Consequently the organization spirals down the drain growing and expanding in so-called subject matter experts, which is a fancy name for a self-appointed pundit on some particular safety problem you didn't even know you had until some other SME told you you need to hire some more SME's. Pretty soon you can get absolutely nothing done at all.

Geez, I wish I could believe the NASA line, but I can’t. It’s a mediocre PR agency...not even close to what it once was.

Brilliant analysis.

I know you are telling the total truth because I worked for DOD for a while. One minute was too long. Not one of my more pleasant experiences. After I left, I spent 2 years erasing that time out of my mind. I have pretty much succeeded. That’s how bad it was.
