Retailers simply collect the tax and send it to the state taxing authority. Fair Tax FAQ #10

`The sales tax administering authority shall issue certificates of registration to registered sellers and such other certificates as are necessary or may prove useful in the administration of the taxes imposed by this subtitle.

I suggest you read The Fair Tax Act of 2007 and visit The Americans For Fair Taxation website before asking anymore questions. It will answer many of your questions.
