Police push for Ontario beer keg registry

The keg parties that accompany the start of the school year could see more uninvited, uniformed guests if Ontario police get their way.

Under the proposed registry, each keg would have an identification number. Customers would have to provide their address and phone number in order to take a keg home.

The Ontario Association of Chiefs of Police has been lobbying the province since June to start a beer keg registry that would give every keg an identification number and require customers to provide their addresses and phone numbers before taking one of the 59-litre containers home.

"It's all about accountability," Ottawa police Sgt. Kal Ghadban said in an interview on Wednesday.

He has been pushing for years for such a registry.

"If people want to party … we're not trying to stop them from partying. What we want to happen is them to do it safely and in a safe environment."

Police argue that the registry would allow them to:

Identify who is responsible for an out-of-control party. Conduct pre-emptive strikes on suspicious parties. Crack down on underage drinking.

Sgt. Kal Ghadban said he doesn't know why people would have a problem with police showing up at their parties if they have nothing to hide.

But Shelley Melanson, president of the Carleton University Students' Association, said she doesn't like the idea.

"I think it's kind of uninformed, this tactic they're using to address drinking issues," she said. "These are systemic problems that we should be addressing in information campaigns, health awareness campaigns."

Staff at the Beer Store Distribution Centre in Ottawa, the only place in the city that sells beer kegs, say they sell about 20 of the 59-litre metal containers to consumers on a typical Friday and triple that number on a long weekend.

In the past, they have sold as many as 10 kegs to one person at a time, or the equivalent of more than 1,000 full Imperial pints.

People want privacy and a good time, perhaps? I wouldn't like the police to come to my home without an invitation. I don't have account for my comings and goings in a free society. If I have broken the law, they can arrest me. What they propose smacks of police state fascism.

I agree. The difference between Orwell’s 1984 & current times is just getting smaller all the time. Makes one wonder what will be next.

He probably doesn’t see why people would have a problem with police showing up at their doorsteps to look over their house if they have nothing to hide. Kind of a scary statement.

I agree the party of freedom is almost over here in North America. My money is already mainly spread outside of the continent.. I’ll be heading for where the next parties are getting started in the world, worst case.

Where do freedom and the Rule of Law exist in greater abundance than the United States and Canada?

One of the things about Freedom is that the Law Enforcement is not supposed to be snooping in to the Law abiding populace’s private affairs with out cause.

A registry like Mr. Ghadban proposes would be turning a lawful activity in to probable cause for an investigation.

I find that at the very least a troubling notion.

If they outlaw kegs, only outlaws will have kegs. Come on, this is only the type of nanny state society that some here on FR are only all too willing to accept based upon some of the threads that I’ve read on here in the past couple of years. Willing to give up anything and everything for a little safety and security, while deserving neither.

I didn’t know any beer distributer in the U.S. who doesn’t already require that... at least here in P.A. Most also want a credit card in case you don’t return the keg.

Now about the part of showing up at party unannounced... that is a little much, but what can you expect in a country with strict gun control.

Oh, that could be us too.

Never mind.

I do believe that is the purpose of the registry.

Your signature for taking position of a beer keg would become probable cause for the Police to stop over at your house a check on you for violation of the laws governing the consumption of alcohol.

Last time I bought a keg (admittedly many years ago) all the distributor wanted was a hefty deposit on the keg and the tap.

Just to cover the cost of replacing those rather pricy items if I should fail to return them.

I did not have to identify myself in any way.

I remember back in high school in CA, the cops were really cracking down on underage drinking.

It never remotely prevented me from obtaining alcohol. At most, the cops only succeeded in turning the acquisition of booze into a fun challenge. My buddies and I even brewed our own beer one time.
