Just got a call back from my local fire marshall. In the 2003 International Fire Code, CHAPTER 33 EXPLOSIVES AND FIREWORKS, Section 3306 - Small Arms Ammunition; there is a restriction limiting you to 10,000 primers, 20 lbs of black powder and 50 lbs of smokeless powder.

A little internet research indicates the "International Fire Code" is a publication of the "International Code Council," essentially one of those, um....special interest groups. According to their website they have a Government Relations Department that "..is dedicated to providing assistance to ICC members in their efforts to adopt the I-Codes in the United States and around the world."
Unless their code has been adopted by a state's legislature or Congress, I don't see how it carries the force of law...

OK...a little more poking around their website:
"The International Fire Code is used at the state or local level in 41 states plus Washington, D.C."
I guess if you're in one of the 41 states that's your limit.
