Did the Richmond Times Dispatch Plagiarize Larry Kudlow?

Was it plagiarism or mearly repackaging Kudlow's original work without proper attribution?

Larry Kudlow column from 8/30/2007, 'The Big Easy's Billion Dollar Boondoggle':

"Perhaps all this money should've been directly deposited in the bank accounts of the 300,000 people living in New Orleans. All divvied up, that $127 billion would come to $425,000 per person! After thanking Uncle Sam for their sudden windfall, residents could head to Southern California and buy homes that are now on sale thanks to the sub-prime mortgage crisis and bid up the sagging house prices in the state."

Richmond Times Dispatch Editorial from 8/31?2007, 'In Brief':

"Today's Staggering Stat: If the federal government had simply divvied up the $127 billion it has spent so far on rebuilding New Orleans since Hurricane Katrina hit two years ago, each of the city's residents would have had $425,000 cash in hand with which to buy a house and start life over somewhere else."

The odd thing is that their OP-Ed pages are not too bad and the editorials are fairly down the middle which makes them far to the right of the Washington Post.

Richmond is a million or so population in the metro area and you would expect that they could do better in terms of their staff but I guess not.

Look, I live in the home of the Atlanta Urinal-Constipation, possibly the worst rag masquerading as a major metro daily in the entire universe . . . . it may not be as hard left as some of the West Coast papers, but it is without a doubt the worst-reporting, worst-edited and worst-written paper ever. Our high school paper was better.

I really enjoy reading the T-D when we visit my mother in law (who is a very nice lady). Good to read a decent paper for a change!
