The stall walls stop short of the floor to make it easier to clean and mop the floor. Public restroom toilets do not touch the floor for the same reason. They are mounted on the wall instead.
What I don’t understand is why we have undercover cops trolling restrooms for gays. I’m a straight guy and i would never think of calling the cops if some homo tapped his foot at me in a restroom. I’d just ignore it. If the idiot got too persistent, he’d have to answer for it with his fists, provided a few choice swear words did not back him down right dam quick.
Nothing about this story makes a lick of sense to me.
While my personal response would be generally the same as yours, my impression is the police were there because of the number of public complaints about what had apparently become an endemic practice in this airport and any other number of public restrooms.
I generally come down pretty hard on a lot of contemporary law enforcement attitudes and practices, and while there may be some questions about what specifically happened in Craig's case, I don't really have a problem with the "sting" being conducted here.
Whereas members of a community usually have a vested interest in maintaining reasonable conduct among its own members, or at least knowing what part of town to avoid, airports, bus stops, and Interstate Rest stops, are by definition, populated by transients who are "just passing through," and consequently have no vested interest in reporting indecent behavior (in fact there is a disincentive, should one be called back as a witness at a trial). As such, I have no problem with the police putting a little focus on this to maintain order for the traveling public at large.

I bet it has something to do with making revenue off of perverts eager to be on their way. Otherwise they would have uniformed cops standing in plain view, not a sting operation where a cop sits on a can and strains to percieve the Secret Code of the Homo.
