My question is, how do people come about this knowledge? If you can get arrested for it, it should be something well known. I mean, how is the average person supposed to know what a “perv signal” looks like? I originally came down very harshly on Senator Craig, but as information has come out I think this cop was just hunting stats, not perverts.

Here's a hint. Don't look into a stall for more than a quick glance to see if it is occupied. Don't put your feet under the stall wall and touch the occupants feet. And don't stick your hand under the stall wall. Doesn't seem to me that any of those behaviors are that difficult to handle.

I think you made the point for the fact that Craig is guilty. The “average person” would NOT know the signs. And so since he DID then, well what does that look like?
Perhaps you were never a member of any segment of society, a church, a club, a sorority or, um, Costco? Well, there are things that you do. People who participate know that. Now, with illegal and immoral groups, like , oh say homos or junkies or gang members they do not have little books that you get at the Barnes and Noble, but yes, they do have their own rituals and protocols. cops can be the lowest form of life, but imagine if you had to go into a restroom and suspect gay sex is happening in the stall next to you. That would be very tramatizing, especially for children. Cops need to convict this and treat it like the crime it is.
