In that position in the syntax you want the adjectival form: stagnative. Isn't the adjective form "stagnant"?

If we're talking progress in a campaign we might use a more active adjectival form, which since it hasn't existed in the language until now we can create. Stagnative would imply deliberate stagnation while stagnant would be simply neglecting to be communicative with the fans or being indecisive to the point of campaign paralysis.
