No. There's no reason to assume they don't speak English. I'm sick of the number of immigrants who pretend to not understand English and demand an interpreter. It gives a lot less credibility to those who say they really can't.

If she were overseas, the yes, she should have expected to hear another language. This was San Diego to Chicago.
Also, English is almost universally spoken overseas. The same cannot be said of arabic. And if English speaking people were know for flying planes into buildings then people would have a right to be suspicious of them also.
If these Arabs hadn't said a word to each other during the flight, that probably would have been considered "suspicious" behavior as well.
If they were hired to go to Camp Pendleton to train our Marines, then I would bet they know how to speak English. At any rate, this woman probably panicked because she say arab-looking men speaking in a language she didn't understand. There are no details about the "suspicious behavior" these guys exhibited, but I doubt it was really anything suspicious.
How long have you been traveling to a foreign business meeting without "learning the language?" I travel to Latin America, I speak Spanish. I travel to France I speak French.
My son travels to Korea, he speaks Korean.

Actually, it is.
Their job is to train U.S. marines...presumably most of whom do not speak arabic. Also, we are told these men were Iraqi-Americans...live in the U.S....better than good chance they know English.
