Counting illegals in 2010 census important, but tricky (MA counts illegals for Congressional seats)

The statewide push to hang onto the Bay State's 10 congressional seats after the 2010 census will be tested in the efforts to count illegal immigrants, officials said yesterday.

With federal money distributed based on a number of factors, including the population, it is especially important that all residents - regardless of their immigration status - are included in the census, they said.

In many countries, a census often isn't done at all or doesn't carry the same weight as it does in the United States. According to Kathleen Ludgate, regional director for the United States Census Bureau's Boston office, it is essential to educate illegal immigrants on the importance of returning census forms.

Illegals should be counted, but their numbers should not be used as a basis for reapportionment and redistricting. The only population that should count for those purposes is the number of US citizens

That would require a Constitutional amendment.

From the 14th Amendment: "Section. 2. Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed."

In other words “Hey, we have to pay for their schools, hospitals, services, incarceration, so we should get more from the US taxpayer’s teat.”

“Representation without taxation,” in many cases — and without legal status.

I am afraid that California, Texas, and many others will also demand that illegals be counted to compete for extra House seats and federal money.

How do census takers know whether people are legal or not?

It may not matter if Hillary gets to legalize all of them....

A more relevant question is do FOREIGN tourists fill out census forms when they visit the US??

I believe this specifically required by the Constitution which states that the apportionment is based on “persons” not “citizens”.

This was originally intended to count slaves and was latter amended by the infamous 3/5’s rule.

Counting illegals for purposes of congressional redistricting is one reason California ends up with so many leftwing wackjobs in Congress. Certain Gerrymandered districts have about 2 citizens and the rest illegals who can’t vote, so a relative handful of voters get to decide that The Honorable Joe Stalin is just fine as a member of Congress. It costs little to campaign there, assuming they even have to bother. Other (mostly Republican) districts have a lot of voting citizens, so it costs a fortune to run. It might take 9,000 votes to keep Congressman Joe Stalin in office, but 50,000 votes to keep Congressman Ronald Reagan.

Counting illegals is un-Constitutional and is a fraud and crime against the American people and the States that a) don't have any significant population of illegals (which is itself a shrinking number) and b) have laws that effectively persuade illegals to leave (like Arizona).

The negatively affected States should join in outrage against the Census Bureau's criminality and the other States that are trying to get disproportionate power on the basis of counting illegal aliens, and end this charade.

Period. End of story.

I know I’m ignorant on this, but how can illegals be used in determining representation in Congress? Are the illegals even supposed to be counted at all? Thought the census was for citizens and legal residents only.
