Sorry, I’m not a lawyer. You’ll have to take your legal arguments somewhere else. Torturing an animal for sport/pleasure seems like a think that should be illegal. I’m not sure what valid legal basis needs to be met, simple simple common sense tells me it should be that way.

Your reasoning seems to be pretty par for the course. People don't like animal cruelty, so they think it should be illegal. That is about as deep as the thinking goes.
But the "Because I don't like it" standard is the slipperiest of slippery slopes.
