There was a time when our society was more polite and civilized, and far fewer men engaged so blatantly in such activities, without any laws against them. Part of the answer to these and many other kinds of problems, is re-establishing the moral values that use to be the consensus of the majority. This would at least, help to decrease leering and ogling looks men give to women, without laws against such behviour, which would be difficult to enforce and prosecute against.
It should be against the law (and also easier to prosecute), however, for people to stare at others through peepholes in restrooms, and dressing rooms for instance, or to habitually, as the man in this article has done, place oneself in a position to be able to look up womens dresses.
