California Attorney General Jerry Brown settled his global warming lawsuit Tuesday against San Bernardino County, working out an agreement on what had been a stumbling block to obtaining a deal on the state budget.
Under the terms of the deal announced by Brown in a Los Angeles news conference, the fast-growing county in the heart of the Inland Empire of Southern California will amend its general plan within 30 months to include a greenhouse gas reduction policy. The process will include an inventory of all "known, or reasonably discoverable, sources of greenhouse gases" in the county.
In addition, the county will conduct an inventory on its 1990 emission levels and make projections for 2020. Then, the county will create a target for the reduction of emissions from discretionary land use by 2020.
"San Bernardino now sets the pace for how local government can adopt powerful measures to combat oil dependency and climate disruption," Brown said at the news conference. "This landmark agreement establishes one of the first greenhouse gas reduction plans in California. It is a model that I encourage other cities and counties to adopt."
Republicans in the state Senate had cited Brown's lawsuit against San Bernardino County as an issue that needed to be resolved before they would vote to approve a 2007-08 budget.
Republican Sen. Bob Dutton of Rancho Cucamonga said Tuesday the agreement does not resolve the GOP's concerns,

Why does this whole sequence of events seem like a set up, to get a “model” agreement established in a county, then forcing it upon the rest of California under threat of lawsuit or withholding of revenue allocations?
Since water vapor composes 95% of all atmospheric greenhouse gases I guess San Bernardino County will be reducing man made sources of evaporation like open aqueducts, retention ponds, reservoirs, irrigation, swimming pools, fountains, and alter firefighting techniques that use sprayed water.

A man who broke the law to get elected brings a lawsuit and pressures into a “deal” a group that broke no laws whatsoever. On the positive side though, he can be used as a good sermon illustration of many things God says are abhorrent.

Brown was the worst governor ever, until Gray Davis. He was a worse than useless decision maker when it came to the Medfly, and he did nothing to rein in the increases in property tax hikes that were causing old people to be homeless. This, of course, gave rise to Prop 13, which cause major upheavals in education, services, and the like.
In short, Jerry Brown is an idiot, a poor leader, an agenda-filled bozo, and the kind of politician who wrecks havoc on a state, all the while thinking he's doing good.
The headline makes it sound like he stepped in and resolved an ongoing issue. HE CAUSED THE PROBLEM IN THE FIRST PLACE!!!
