We appreciate the fact that Homeland Security does have a responsibility to the security of this nation, but in terms of what is considered a threat, I would think chicken houses would be so far down on the list that nobody would ever find it, said Worcester County, Md., farmer Virgil Shockley, who has 9,000 gallons heating six chicken houses.
If the rule is approved, the regulations require 25 to 30 hours to fill out Internet-based reports. That means this process could prove even more taxing, if not impossible, due to a lack of high-speed Internet access across parts of the region.
Using unsecured connections at public libraries isnt a realistic possibility either, said Bill Satterfield, executive director of Delmarva Poultry Industry. DPI, which serves as the regions research and lobbying arm for more than 1,400 poultry growers and four major firms, encouraged its members to take action last May because violators are fined $25,000 per day. Congress is full of chickens and DC is and will remain a terrorist target if the politicians don't grow a spine and kick the terrorists in the butt before they do the same to us.

Where I work, we are preparing for this DHS requirements. Here is the link to the DHS website that lists the chemicals that are considered a security threat if in the hands of terrorists.

Propane is on the list and must be reported if more than 7,500 lbs are present.
I hate saying this, but if chicken farmers become excempt from reporting and security planning, it does leave a big hole that can be exploited by terrorists. Remember, that on 9-10-2001, no one thought simple box cutters could ultimately bring down several multi-story office buildings.
At the very least, grants from DHS should be made available to help cover the cost of compliance for those who don’t have a lot of money.

According to that list, I can get 2000 pounds of either TNT or Nitroglycerine, but my Doctor’s Office needs to fill the forms for CO — Carbon Monoxide is listed as “Any Amount”. The CO is used in Lung Function Tests to check the absorption and release of Oxygen through the lungs and red blood cells.
