Honest and independent district line-drawing would divest both Democrats and Republicans of sure-thing districts in which elections are virtually over in the primary. More districts would be up for grabs, meaning that any Democrat hoping to win the election would have to have a message, and a track record, that Republican residents could accept. Any Republican would need Democratic voters to have a realistic shot. Lawmakers would stop playing to their extremist bases and appeal to more moderate voters in both parties.

"Redistricting reform" is simply Los Angeles Times code for eliminating conservative influence. In Blue State California, that is assured by safe districts that return GOP members to the Legislature. There no such thing as "honest and independent" line drawing. There will never be. Politics will always drive the process. It isn't the overwhelming Democratic dominance of California politics the LAT editors have a problem with; its the CAGOP having ANY voice at all in the political process that gets the bee up their bonnet. Therefore, conservative activists should resist the Left's attempts to strip the minority of the few protections its has left. Be assured, a Spring Street editorial is all the reason to be against whatever it recommends - it does not have the interests of California Republicans at heart.

The supermajority issue also keeps the Left honest. Let's take a look at what reducing the requirement to pass the budget from two-thirds to 55% would entail:

With a 55% requirement, he'd need only 22 votes in the Senate, which means he wouldn't need any Republican votes at all. The budget could be hammered out by Schwarzenegger and two Democrats: Assembly Speaker Fabian Nuñez, with whom the governor gets along famously, and Senate President Pro Tem Don Perata, with whom he, well, has learned to do business.

If you like deficit spending and higher taxes, you will LOVE this arrangement. It is one California voters overwhelmingly rejected in 2004. But that hasn't deterred the LAT from trying to get rid of it. No more pesky Republicans to gum up the works. The budget train should run on time and that's more important to liberals than whether the state has a good budget.

The editorial staff over at the LAT is going on record as being in favor of what in effect would be a single party system — the inaptly named “moderate” party.

What a lousy idea. I love people who cancel their subscriptions to the LA Times.
