Well, I'll give MY unsolicited opinion about what's going on here (and I'm a lawyer, and my dad was JAG (in the Reserves - WWII combat vet) for years and years.)

Peacetime army always accumulates a bunch of timeservers and non-warrior-minded types.

Where more likely for them to land than JAG? (or the IG, I guess).
