The mine owner has not been in charge of the rescue. The entire thing has been supervised by MSHA. Some of the men injured tonight were MSHA employees who were in the mine supervising the rescue.
It has been slow because the same mountain movement that caused the initial collapse has continued. MSHA has been requiring that everything humanly possible be done to prevent further collapses. But, even with MSHA experts standing right on top of the process, they couldn’t prevent the new blowout.

It’s my understanding that ‘mountain movement’ did NOT cause the initial collapse, but that the initial collapse is what caused the measurable mountain movement.
