The issue between the U.S. and Canada is over the Northwest Passage, which isn't used much for commercial shipping, but may if temps keep warming. The U.S. (and most countries) regard it as a strait with right of international passage. Canada regards it as internal waters. It's a dispute between allies and I predict it'll eventually be worked out.
That's different from Russia's attempt to claim ownership over international ocean bed in the Arctic Ocean. And there's no real dispute over Canada's right to beef up its far northern defenses, which are pretty much nonexistent at present.
