We remember Haleigh Poutre and keep a vigilant eye on her status as best we can from news reports. Now we have Hailey Gonzalez falling into a similar snare. I reported on it in an earlier post. This time the smear brush sideswipes NYC mayor Bloomberg.

But bear in mind from my earlier post, this "mom" retains the right to pull the plug and snuff poor Hailey.

"Only a parent or guardian can consent to a 'do not resuscitate' order," said Sheila Stainback, a spokeswoman for the city Administration for Children's Services. "These parents' rights have not been terminated."

August 11, 2007 -- Mayor Bloomberg gave a glowing vote of confidence yesterday to his embattled child-welfare chief, just a day after a scathing report said the Administration for Children's Services under John Mattingly's stewardship was rife with lying, incompetence and bungling.

"I think John Mattingly is as good a guy as you're ever going to get to head an agency like this," Bloomberg said on his weekly radio show.

Giving caseworkers access to criminal records "would not substitute for good casework," Silver's spokesman said yesterday, noting that protocols exist "for caseworkers and police to work together." Last year, the Police Department set up a hot line to handle ACS requests for law-enforcement help.

Meanwhile, 19-month-old Hailey Gonzalez, the latest child to fall through the ACS cracks, remained on life support.

Hailey, whose mother missed an ACS appointment last month, received a vicious beating, allegedly at the hands of her mom, Marlene Medina, and her mom's boyfriend, Edwin Garcia.

Law-enforcement sources said the mom was cold and callous when she was arrested and whined that she didn't want to go to jail because "I'm going to lose my apartment [and] all my stuff is in my apartment."
