186 Republicans and 41 Democrats voted for this while 181 Democrats and 2 Republicans voted against it but "the democrats did the right thing".

Hey genius, the Democrats could have stopped the bill cold by refusing to bring it up for a vote. Aside from that, there are other things they could have done to kill the bill, but they didn’t.
