I'm guessing just some hobby effort by your run of the mill weirdo.

>> apparently attempting to set sail off Brooklyn in a makeshift submarine-type vessel

How exactly does one “set sail” in a submarine? It seems terribly inefficient to run up the mainsail underwater... :)

No threatening devices or materials were found on board the vessel.

Probably just a half empty keg.

What exactly did they do that was illegal?

I'm guessing it's not registered.

What exactly is a “makeshift, submarine-type vessel”, I wonder.

OOHHHH JEEEEZZZ You’re right! I forgot, that’s Bloominidiots turf, license, registration, all that rot.

But no, they probably got busted because their insurance wasn’t paid up.

“What exactly did they do that was illegal?”

I don’t know if it is technically illegal but it seems one would want to know there was an underwater object nearby if one was running a boat along the surface. WOuldn’t it be a matter of traffic control like highways and airspace? Does it have a radio, a signaling device, a way for others to see it from the surface? I’d be surprised if some of that wasn’t part of the regulations for navigable waters.

I didn’t know it was against the law to build a submarine.

While I agree with you about Bloominidiot, it’s actually New York State law.

Looks like a cut and re-welded "timed-out" propane tank.

Look at the funky prop, very thin and light, with such a small vessel I wonder if this is a poor attempt at one of these collegiate "Human Powered Submarines".
