Superstructure Condition: Poor.
Substructure Condition: Satisfactory.
Scour: Foundations determined to be stable.
Bridge Railings: Meets currently acceptable standards.
Structural Evaluation: Meets minimum tolerable limits to be left in place as-is. It also sounds like it was a disaster waiting to happen and if the work that was being done affected anything structural (which is entirely possible), then it could easily have resulted in this disaster.

Bump for later, can’t get the video to load.

you state: “ie, the steel will not bend, it fractures.” But as Rosie has informed us, it doesn’t melt!

“he various interviews all say the roadwork was simply cosmetic resurfacing. That was not the case. The concrete sheet was being hammered and cut. That action caused the stress contained at those points to be redistributed to other intact areas of the sheet”
Your latter statements do not contradict the former. Just because actions RESULTED in failure does not mean they INTENDED anything beyond “cosmetic” resurfacing.
Otherwise, I liked your summary. ;-)

...the Atchafalaya Swamp Freeway in Louisiana. 18.2 miles over swampy, scary terrain. I drove north out of Louisiana once on that bridge. It was freakish. I didn't know how long the bridge was when I entered it. After just a few miles it gradually dawned on me that I was still on a bridge. Scared the hell out of me for the next 15 miles.
Cordially,

No, probably not. Minneapolis isn’t a city that has any appeal to Mooselimbs as a target.

$800 Million spent on Light Rail. Damn the consequences of neglecting infrastructure...If the light rail works wouldn't it reduce the need for bridges and lower the traffic and increase the safety? Also, just because money is spent on item A it doesn't mean that item B would have had any more attention to it. In short, the connection you are making is a logical fallacy.

Prayers for the victims, those hurt, and the first responders.

...but it sure is a juicy point of debarkation. This place is full of them. Enough to elect a Kieth Ellison.
