“The President should just appoint all of his nominee’s by recess appointment as soon as the Senate goes on their monthly vacation.”

Apparently Reid has already figured out how to get around that- he’s stated he will adjourn the senate when they return- and then start up again, effectively erasing any recess appointments. I don’t know if that would work, but he seems to think it will.

No, the trick you posit by Reid will not work. Once a Recess Appointment has been made, the person appointed remains in that office until the end of the current Session of Congress, which is until those elected in the next House election have been seated, in January, 2009.
