Which commandment addresses this issue? Are Kilts excempted? Are women in pants going to hell?

Wouldn't say you are gonna to hell, but if you believe in the Bible, Deuteronomy 22:5 is crystal clear on the subject:
22:5 The woman shall not wear that which pertaineth unto a man, neither shall a man put on a woman's garment: for all that do so are abomination unto the LORD thy God.
What is wrong is to dress in a fashion that is only appropriate for the opposite sex. This is getting harder and harder to do now, since no one dresses up anymore and jeans/shorts and t shirts are commonly worn by both sexes.
No one in a kilt or pants was kicked out.
The inability to make decisions because someone somewhere can muddy the waters has all but ruined our society.

Women should wear a hat and veil as well. Maybe you think unrepentant sinners, gays and lesbians should be allowed into the church, but unless they are their to repent their ways and sin no more, they are only committing the worst kind of sin, blaspheme of the Holy Spirit (word of God), which is unforgivable sin.
