The riot was just strike one. Strike two and three was 70s cross neighborhood school busing for racial integration. Whites left the city by the thousands. I'd say strike three was the two month long teachers' strike in 1973, shortly after they tried to start busing students. I think a lot of people gave up on the schools then and left the city.
The city is losing population by the tens of thousands, every year.
Sure, but they're only lost for a while, eventually the body surfaces in the river.
