TAJI, Iraq — U.S. forces have brokered an agreement between Sunni and Shi'ite tribal leaders to join forces against al Qaeda and other extremists, extending a policy that has transformed the security situation in western Anbar province to this area north of the capital.

The extremists struck back yesterday with a suicide car bomb aimed at one of the Sunni tribes involved in the deal, killing three militiamen and wounding 14

Members of the First Calvary Division based at nearby Camp Taji helped broker the deal on Saturday with the tribal leaders, who agreed to use members of more than 25 local tribes to protect the area around Taji from both Sunni and Shi'ite extremists.

Bad news for the Democrats.

The Left will shift their public handwringing from the “civil war” to how bad the elected government is, how the US has failed to supply water and electricity, how the sewage stinks, how hot it is, in short, any runner-up issue to the issue the were riding, that is until the Surge started getting real traction.

These agreements are being done largely without Iraqi government involvement. Maliki's Dura party and central government cannot get this kind of cooperation.

In return for the activation of these clan militias, they are being paid and armed. Many have previously fought against us and killed our soldiers.

It is a devil's bargain and we will have to continue money and logistical support. It will also provide the security needed for local building projects and civic improvements.

If this end-run cooperative campaign can survive for a few years and we don't pull out, it may work to pacify most of Iraq outside of Baghdad.

These agreements won't work in sunni/shia mixed areas like Baghdad, only where a local militia has recognizable boundary to exert authority.

It is further indication of the weakness of the central government, general failure of the police force and need for ethnic/religious segregation.

I guess I'm ambivalent to this news...sounds great, but what happens when the Al-Quaida threat diminishes? They’ll be better armed to fight each other again....but hey, what's new?

However, this does seem like a brilliant bit of diplomatic work.

This is the sort of thing we should have been doing from the start. It's a great development, but I hope it's not too late.

If we get the shia and sunni tribal leaders to make peace, it will take a lot of the sectarian pressure off Iraqi MP's. That, in turn, will make it easier for the parliament to make the necessary compromises, at least so I hope.
