Sure. I don’t have any problem with putting the owner in jail. Shoot the dog, and put the owner in jail.
And while we’re at it, let’s put all owner’s of pit bulls in jail, just like we do with owners of tigers, and wolves, etc.
Yeah all those tigers sneaking up on people in residential neighborhoods, dragging off kids and pets as mid-day snacks.
You don’t neccessarily have to put someone in jail to punish them. It would depend on the circumstances.
