I know this really is going to be a surprise to John but Fed Money was going to the school LONG before No Child. And the Feds, since the 1960s, have tied conditions to the money they give schools. Been going on for decades

Seems John suffers the same disease the Democrats do. He thinks history starts with Jan 2001
