You purport to know---What, then, is it? And, if neither a treaty nor an agreement, why is time, energy and money being devoted to the SPP?

If you think this- you need to do some more homework.
The reason it is not a treaty- is because he would need to put it through Congress before entering into a treaty, and he does not want the American people to have a chance to vote him down on this.
His father wanted credit for NAFTA, but couldn’t sign the treaty in time to get the credit for it before it went through Congress. SO he held a press conference and actually “initialed” it, instead of signing it.
It was Clinton who was able to SIGN it and get credit for it- because it had to go through Congress first.
President Bush is well aware of how to avoid doing this the right way so we cannot stop him.
Most everything on the SPP web site is pure spindoctor lies.
