Santa Ana has created a new category of public nuisance: dogs that bark incessantly for no apparent reason.
And under the law, the owners of such dogs may have to pay.
The city has received nearly 1,000 complaints of noisy animals since 2001, but only three rose to the level of a criminal proceeding. The new law, adopted late Monday, allows the city to issue citations to the owners of barking dogs without pursuing a criminal case.

I will say it again: there is ALWAYS at least 1 dog that just does it because it has bad genetics. ALWAYS. It is NOT always 100% the owners’ fault, despite modern PETA mentalities always trying to blame the human.

No different than a kid that can’t shut up.
Only a really bad dog would cross the third layer, and really bad dogs should never leave the yard.

Dogs are no different than kids when it comes to the enviroment they ‘grow up in’ and how it relates to their behavior in my experience.
Bottom line is we have three right now, two older both over 80 pounds, and a sixteen week old pup...thats already 37 pounds. They bark when they want something, or if something gains their attention in the middle of the night (thats their only real job, that and killing moles in the yard).
Heck, make it go to 12, then.
We got one of these also, except it was concealed in a bird house. It worked great also! It took the German shepherd about 4 weeks to stop barking, not 1 week as advertised. This animal had been doing a 12 hour bark session for atleast 7 years and it stopped.
There are periodic barking episodes, but the device reanchors behavior like Pavlov's dog. The key was getting the extra heavy version and point it directly at the backyard of the animal.
What about barking rabbits? We have jack rabbits on our lawn at night that bark and then our dog goes out to bark at them.
I have mine mounted on the rail of my back porch so I can leave it plugged in, and pointed at the neighbor's back yard. It worked great early last spring when there were no leaves on the trees, but once the leaves came out on the few trees between my porch and his yard, the dog's barking wouldn't set it off anymore. Now I use the remote control when the dog gets on my nerves. Good product, I recommend it for anyone that has a dog barking problem. It also works good for driving dogs off when my other neighbor's kids come over to play with my kids and their dog follows them over.

We've got a pair of hawks in our neighborhood. I'm hoping that they snatch a dog or two out of my neighbor's yard. That'd be a good start.
The owner is responsible for the dog. No ifs, ands or buts about it. Reason or not, legitimate or not. The owner is responsible. Dog’s barking, owner better stop it.
It is absolutely no different, in terms of responsibility, than if it were the owner standing in the yard screaming incessently. It’s his damn fault.

Seriously, barking dogs are incredibly annoying. I have three dogs myself and they hardly ever bark. Usually dogs that bark incessantly are those that are stuck alone for long periods of time. I don’t understand why people get dogs and then do that to them. It’s sheer torture for a dog to be away from its packmates.
They do: they're alone.
We have a nuisance barking ordinance around here. I've called on it for a few people. I should really call on it for my neighbors who are nice people but who pen their dogs outside in a 6 X 6 kennel for hours on end, ven in below zero windchills, and one of them is a Weimaraner. Not much hair. They do have a house. But still. It's the isolation and boredom which creates the obsession. They used to say it was because their little girl was afraid of the dog. Now they got *two more* dogs and the little girl isn't afraid anymore. I will say that they don't leave them for hours quite as often, but they still do it. It's a legitimate reason, to the dog. The owner should fix the problem and care for the needs of the animal he chose to take into his home.

He sounds a little new agey in his terminolgy, but what he’s really doing is body language and assertion of authority with the dogs. Works wonderfully.
I’ve heard some people can hear this (or at least feel it) and find it incredibly disturbing.
