WASHINGTON Two prominent Senate Republicans have drafted legislation that would require President Bush by mid-October to come up with a plan to dramatically narrow the mission of U.S. troops in Iraq.
The legislation, which represents a sharp challenge to Bush, was put forward Friday by Sens. John Warner and Richard Lugar and it came as the Pentagon acknowledged that a decreasing number of Iraqi army battalions are able to operate independently of U.S. troops.
"Given continuing high levels of violence in Iraq and few manifestations of political compromise among Iraq's factions, the optimal outcome in Iraq of a unified, pluralist, democratic government that is able to police itself, protect its borders, and achieve economic development is not likely to be achieved in the near future," the Warner-Lugar proposal said.

The ONLY thing %#$&*! like this care about is POWER which they get through POLITICS.
These are not statesmen, they are scum.
Senators just STFU! Let the Generals run the war.
Neither one of these a$$#@1e$ has any respect for--or understanding of!--the Constitution.
Somedays I think he's still around just to make Evan Bayh look conservative to the locals.
Its not possible to express my level of disgust here without getting banned and lord knows lugar isn't worth that.
If Warner or Lugar want to perform the duties of POTUS let them run for president in the upcoming election. Until that time as senators they have the power to cut off funding for the war and that’s all the power they have. They and a few other RINO’s are cowards and are only pandering to the polls.
add them to the hit list along with southern belle gramm and mcain-feingold, lincoln chaffee is looking for vacation partners.
how could i forget the pride of john murtha’s home state, arlen disrespecter.
I’m sick of this. Let them pass their silly ass bills, let Bush veto it, and have all Republicans vote to override. That’s right, I want every Republican in the House and Senate to override the president’s veto. Get it thrown to the courts and let’s get it on paper that Congress meddling in the conduct of the war is unconstitutional.
The generals should run the war but this has been a very poorly managed war. Congress is the voice of the American people - that’s why we elect our represrentatives and Senators. They don’t just fall out of the sky. If a President and his men can’t come up with a plan that works, then who will?
Uh, how about the Commander in Cheif? You know, the guy whose job it is to run the war?
If the President is can’t figure out a plan that works, he needs to be challenged and presented with other ideas by members of Congress, you know, the ones we elected?...or would you rather just eliminate Congress and make President Bush King of America?
I just wrote an email to this POS.
...Bush SHOULD listen to the Generals on the ground, like he says. But whenever they tell Bush to change course, Bush replaces them.
If you’re not going to use your army, may I borrow it. — Abe
It don’t take many smarts to see the color of the stripe down their backs. RINO’s will be the death of us yet.
Maybe you are right, but what if you are wrong?
As much as I would like an end, assuming I know better, or that they should have made different decisions from the ones that were available at the time is a sick exercise.
Over 10,000 Marines were killed taking just one hill near Amain France during WWI. That was just the first wave of 5 that eventually took the point.
10,000 Marines died taking Iwo Jima. 500 US soldiers were dying per week when Nixon took over as President. The list of sacrifices continues.
Now we have millions of pundents who think this current war is the greatest blunder in the history of war. Do you think the planners of the war considered all of the treason spewed out here in America, and the absolute collaboration of the US media with Islam-0-fascist propaganda? How much of that do you think contributes to the prolonging of this war? I personally think it is very significant.
You missed it; congress has a plan. RUN.
