W has the unrestricted right to pardon or grant clemency as he wishes. If one doesn't like it, don't vote for him next time.

Since MR. Conyers cares to investigate Bush’s and other presidents pardons and commutations. Perhaps he should start with Governors of each state. They also have the power to pardon and/or commute sentences.
If he starts with Alabama he should be well into his 90’s by the time he gets to Washington State. Then he could start on the federal pardons.
