Senators are elected for six year terms. Fred served eight years in the Senate. He filled out the remainder of another Senator's term, and completed one term on his own -- serving precisely 1 1/3rd terms in the Senate.

What is your point? The fact that he did not quit in the middle of his elected term still remains a fact.
