At a minimum they need to know they are being watched, and are walking a fine line.

They Brits have "control orders" but cannot hold terrorism suspects for more than 30 days without charge. PM Brown is supposedly considering increasing that to 90 days. My understanding is that "control orders" are similar to pre-conviction probation. (My sister lives in London part of the time, but she is not completely familiar with the legalities.)

My question is, if these subjects were known or suspected jihadis, what were they doing practicing medicine on vulnerable patients? Just how vigilant is the NHS? Dr. Harold Shipman, M.D., National Health Service, killed an estimated 230 of his patients over about two decades before the NHS woke up.

No it doesn’t. Just like the US doesn’t, which is why you’ve had to send yours outside US legal jurisdiction to Gitmo where you hold them for a few years then release them to do whatever they were going to do before you detained them.
