The NYT will be sure to tell 'em precisely what the 'technical' reason was - and EXACTLY how to do it right next time...

I suspect the "technical reason" was that the "detonator" phones were no longer connected to the explosives when the call was made. Cell phones are very reliable, even though the network is sometimes less so than one might like.

Early reports had a policeman "safing" the first car bomb "just in time", after the "suspicious vehicle" with vapor coming out of it was reported by an ambulance attendant.
