Great move...
Commute, not appeal, so that Libby can still work the appeal.
I believe Libby would rather get his conviction overturned, and completely removed from his record rather than convicted and ‘pardoned’... though I still think Bush (and Libby) will go that route if the appeal fails.
For now, this is exactly what was needed.

Commuting is better than doing nothing.
Pardoning would have been better...appeals or not. As someone who understands this personally, I can assure everyone that a pardon is a sure thing and appeals are not and are costly.
Bush may think he won’t get hammered by the media and Dems so much....I doubt that.
Folks here think all is well now since he did this for Libby.
I think not. Better than doing nothing but this Libby deal is small taters compared to the damage of Bush’s open borders and amnesty aims.

Sure does not look like any pardon will come! I have to finally conclude that the President of the United States is an ungrateful piece of crap and the commutation is gutless act to appease what is left of the GOP base. I voted for him twice. Against my crime against the Republic I offer in my defense Al Gore and John Kerry. That Scooter Libby does not go to Jail is the only good in this I can credit Bush for.

Sorry Mr. President, but I must disagree. This was, and remains a witch-hunt. It's purpose is to take down your administration. That it intersects with "truth" is only a matter of coincidence or convenience towards its primary aim. That you fail to recognize or respond to this is the reason that support for you is draining away (at an ever faster clip).

Thank you Mr. President. A Democrat would have granted a full pardon. What you did gives Mr. Libby a chance to clear his name through the appeal process. Mr. Libby has been scapegoated through this entire fishing expedition.
