The buzz around Washington today is that the proactive phase of the Bush presidency is over.
This analysis was prompted by the 46-to-53 Senate vote Thursday that ended the debate over immigration, most likely for the remainder of George W. Bush's term in office.
"You could make the case that the Bush presidency ended this week," a former White House adviser to Ronald Reagan told U.S. News. He points out that not only did Bush lose his main domestic priority for his second term, but he also faces a revolt within his party over his Iraq policy.
That was driven home when Sens. Richard Lugar of Indiana and George Voinovich of Ohio broke with the administration and said it's time for the United States to start disengaging from Iraq.
Bush aides are trying to persuade the GOP dissidents not to stray too far and to give the president's Iraq policy longer to work. But it's unclear whether those arguments will work.
On immigration, Bush argued Thursday that the American people realize that the status quo is "unacceptable," and he expressed disappointment that his compromise measure failed.
But its loss was caused at least as much by opposition from conservatives as from liberals, and it caused a rift between Bush and his base that may be irreparable. White House officials are trying to shift blame to the Democratic majority in Congress.
Bush advisers say Democratic leaders will now be unable to show any progress on immigration, raising questions about whether they can govern effectively.

We got one helluva war footing with six to ten thousand people of unknown origin waltzing across our borders each week. GWB’s has 6+ years to make a dent. He hasn’t.

To suggest GWB would resemble Carter only shows you have an axe of sorts to grind and won't be intellectually honest. GWB inherited a recession (he didn't cause one like JC). GWB has seen 6 straight years of expansion and an economy that is thriving despite the rise in energy costs.
First, presidents don't have a much control over the ecnomy as you posit. They deserve neither most of the credit or most of the blame. Bush's spending and expansion of government, especially the prescription program, may be one of the big steps on the way to bankrupting this country.
Lastly, JC was a man of very little leadership or willingness to make tough decisions. GWB is anything but (agree with him or not).
He took some tough decisions and made the wrong ones. His decision to limit political speech, push the prescription drug program, and ineffectually fight the war in Iraq may be his lasting legacy. Thankfully, we were able to reverse his Harriet Miers appointment and stop his amnesty bill that would have destroyed this country as we know it.

In case you havn’t noticed, the dead immigration bill was amnesty...with a few little sprinkles of “feel good” security measures and loop holes in there as big as the ones between your ears. If that bill was signed into law, it would have kept the “status quo”...and just granted amnesty to 20 million + miscreants.

A succinct, factually correct assessment of Voinovich and Lugar.
Bush is done, he is cooked and he did it to himself.
Giving up our borders and sovereignty has overshadowed all that he could have accomplished.
Sad thing. He just had to keep to his program. He gave up all he has accomplished in the last two years.
