One thing that always has made it difficult for those that wish a Caliph to be installed is just who roles the roost, and what group they are affililated with. The history of Islam dating back to it's founder is simply full of military engagement after military engagement. Always some thug under the guise of being holy in some way or connected with allah, trying to take over.
