Participation, solicitation, coordination. It was hard money and illegal from the outset. They took the position it was soft money, but even then they failed to declare $721,000. The fact that a US Atty kept this evidence while official investigations were ongoing needs to be examined. An Clintonista apparently did her a favor.

She's trying to claim that a soft money contribution was used to generate hard monies.

And by persisting in that fiction, she was able to have a lot more cash on hand for the critical homestretch of her 2000 Senate campaign. That extra cash allowed her to purchase more advertising which helped her immensely in pulling away from her opponent Rick Lazio and turning a close race into a decisive win.
