Compassion and rule of law are not relational items. Compassion is a choice on the individual level, rule of law is part of the system.

Just like one cannot choose to make a law themselves (as an individual) that effects others, a system cannot ‘show compassion’.

That’s the reason we have laws — we can’t depend on how a person feels at any given moment, compassion or intolerate, etc., as to how citizens are treated or how we treat each other.
