Spokesman for President Bush Posts on Free Republic About Immigration Bill

A spokeman for the Bush administration sent an e-mail to Jim Robinson and myself confirming the authenticity of a post on Free Republic this afternoon regarding the immigration bill currently before the Senate as having been posted on behalf of the White House.

The spokesman, Nicholas Thompson, works for the White House Office of Strategic Initiatives. The Politico reported yesterday that Thompson and Kerrie Rushton, associate directors in the Office of Strategic Initiatives who work under Karl Rove, would be engaging the blogosphere on the immigration bill.

Thompson's post is on the thread titled Penalty Mitigation in the Immigration Reform Bill, a vanity posted by philman_36. Thompson posted at comment #53.

Thompson's e-mail to Free Republic included a brief introduction and the text of his posted comment:

Hi,

I just wanted to let you know that I just posted a response to the post "Penalty Mitigation in the Immigration Reform Bill."

The White House appreciates the opportunity to respond on Free Republic.

Response:
I would like to point out that the Secretary is authorized to reduce or mitigate penalities against employers who in good faith are trying to comply with the law. Certainly, we understand that not all employers knowingly hire illegal immigrants; this will remain the case, especially before the bill’s new secure documentation requirements are fully phased in. We do not seek to wrongly penalize honest employers who unknowingly hire illegal immigrants, therefore we reserve the right to reduce or mitigate their penalties if the employer can show good faith compliance in following the law.

For those employers who do knowingly hire illegal immigrants, please know that we intend to penalize these employers strongly, and the Administration has already stepped up these penalties in the last couple of years. For example, a 2005 program, “Operation Rollback,” assessed $15,000,000 in civil fines to employers, an amount greater than the sum of administrative fines collected in the previous eight years and was the largest worksite enforcement penalty in US history. In the first quarter of FY07, criminal and civil forfeitures have totaled $26,700,000 for employers.

As a reminder of what’s in the bill, fines for hiring an illegal worker are $5,000 maximum per illegal worker for the first offense, $10,000 maximum per illegal worker for the second, $25,000 maximum per illegal worker for the third , and $75,000 maximum per illegal worker for the fourth. In addition, the bill increases the maximum criminal penalty for a pattern or practice of unlawful hiring twenty-five-fold, from $3,000 to $75,000, and would impose a prison term of up to six months. This represents a significant increase in fines for employers who knowingly hire illegal immigrants.

It is easy to say that you are increasing finees as a percentage when the original volume was so low. Arresting one illigal hiring agent one year and arresting three the next year is shows that prosecutions are 300% higher in the second year, but still only three defendants.

Don’t snow us with your effecient prosecution when there are 20 million illegals here.

How about you arrested 10,000 at $5,000.00 fines for a total of $50,000.000.00?

The Bush administration will go down fighting those who are against illegal immigration, PERIOD! It drives me crazy to think that we the people are technically their employers and they continually give us the middle finger. Expose all democrats and republicans that support this amnesty bill and vote them out of office. Bush is a disgrace to this country.

I'm no fan of this bill, since I read an editorial in the WSJ by I forget who but it was credible.

Nonetheless, categorizing all Mexican immigrants with disdain effectively pushes them into the waithing arms of hillary clinton.

My only issue with that is before the Government starts shifting the burden on employers to enforce the law, the government should start actually start enforcing the law itself. If the government is not going to deport known illegals, how can they fine and punish people who employ them and house them?”

If you take away the incentives (free medical, education, housing, food stamps, and jobs), for illegals to come here some will go back voluntarily and many not here yet will decide not to come.
1. No citizenship for anchor babies
2. Fine employers who hire illegals. Second offense mandatory jail time
3. No medical, education, housing, free food, etc. for illegals
4. Deportation for those apprehended.
5. Fine their country of origin $10,000.00 in the form of deducting in aid for each illegal caught. Second offense $20,000.00. Mexico would start patrolling their own borders if this provision was enforced.

I guarantee you that this would go a long way in solving this most pressing issue.

"I'll bet you're really careful in your business about not accepting counterfeit dollars and you're not relying upon the government to check all those bills for you. Why? Because it damages YOU and your business if you accept a fake bill. But when the damage is done to someone else by you accepting counterfeit ID and other documentation from an illegal alien, then you just don't want to care. Would you like to come down to where I live near the U.S./Mexican border to see the damage the illegal aliens do on their way to meet up with their lawbreaking employers?

Where did I say I want to break the law? Its not at all what I am saying (and you know it). I am saying why is it my responsibility to clean up someone else's mess? I didn't let these folks in, the US government is responsible for closing the borders and ridding us of the Illegal's problem. But now they have laid the burden on me and then say I will be fined if I don't follow through.

Well let us take this a step further. You live on the border so I want a new regulation in place that sez anyone like you who sees an illegal cross the border must apprehend the illegal or report him to the authorities and if you do not do so immediately then you are fined or imprisioned.

Hell that makes more sense if you think about it, that way they never even get to try and get a job illegally.

There was a boy from San Antonio that joined our military and was killed in Irag. He joined to honorably be granted citizenship. What a slap in his family’s face that citizenship will be granted to millions who have made no sacrifice and broken our laws. Shame on Bush.

I think some of the more intense and frequent pray-ers need to ad hoc brainstorm how to best set it up.

But I do NOT think it’s too soon to get such 24/7 prayer coverage for FR going. Foir FR, Robinsons, FREEPERS, and our beleagured Nation.

I think we need 4-5 people signed up per 15 minute segment around the clock. Perhaps 7 people. Then, hopefully at least a couple would be sure to be on duty at any given moment.

This is not an idle idea. There is nothing more impactful or important that we could do for FR and our Nation than this, imho.

Let me know if you convene such a brainstorming group AND you want me in on it.
