As for the Mayor, his office says it was his life-long dream to meet Tiger Woods and he did and he should be credited for that.

I am sure that a simple, hand-written note to Tiger from the Mayor on official stationery, expressing admiration for Tiger's skills and for his grace under pressure, and asking for a few minutes of his time, would have resulted in Tiger meeting with him.
