SB 375 requires all regional transportation planning decisions and all transportation funding to be limited to a preferred growth scenario, that requires a minimum housing density of 10 units per acre. It was adopted by the Senate on June 7, 2007. Here is Senator McClintocks speech in opposition to the bill:
Mr. President:
This measure says that all transportation plans and transportation funding decisions must be made with the object of concentrating people in dense urban cores. In this bill, it is called a Preferred Growth Scenario. It says all transportation plans and funds must serve this Preferred Growth Scenario, and that, in turn, means at an absolute minimum packing in ten families per acre. Ten Families.
Welcome to the brave new world of central planning. This is a continuation of the policy that Gov. Schwarzenegger institutionalized with AB 32 and that Attorney General Brown operationalized by suing San Bernardino County.
Theyre basically saying, You cannot build new highways until you can show how youre going to build them without using earth-moving equipment or concrete and that, once theyre built, nobody is going to use them.
But the Left has an alternative thats what this bill is all about. They want everyone to move into dense urban cores the denser the better. Thats what this bill means when it uses the term, Preferred Growth Scenario.
And fellow Californians: They arent talking about your preferences for your own life theyre talking about their preferences for your own life. And for your familys life.
Preferred Growth Scenario. They prefer that you move into dense urban cores and they are prepared to manipulate public policy and misuse government authority to force you to do so.
And they couldnt care less what you prefer for your own life and your own family.
Ive got news for the authoritarians on the Left: most people dont want to live in dense urban cores. Most people want a little elbow room they want a yard for their children to play in. They want a little grass, a little garden, a little breathing room they can call their own.
And who the hell are you to tell people they cant? Who the hell are you to tell people how and where theyre going to live? Who the hell are you to impose your preferences for their lives over their own preferences for their lives?
Thats at the heart of this issue. People have a right to live their lives according to their own preferences not governments and they have a right to live where they please to acquire property and enjoy that property. And in any free nation, government exists to respect and protect and accommodate that right.
The people were just sold a $20 billion bond measure to address our sadly neglected highways. After the election, the Governors Director of CalTrans admitted that at most $8 billion of the $20 would be used for highway construction. And this measure says little if any will be used for highways.
Many of us warned we were being sold a bill of goods that very little of that money would actually be used for highway construction. This bill is the ultimate proof of those warnings.
And it is the ultimate expression and embodiment of an arrogant, out of touch class of elitists who actually believe that they are naturally entitled to run your life for you.

They are especially out of touch with reality. Urban living is killing delta smelt, by concentrating our waste and dumping it into the rivers. No fish will ultimately be able to survive this insane urbanization scheme. Our wastes have historically gone on the land, where they belong, to be consumed by vegetation.
If we live in dense cities, we're going to have to get along without any fish in our streams. People are led to believe that sewage treatment plants can clean the water sufficiently, but that is impossible. No fish can live for more than a few days in even tertiary effluents. This is because of chloramines, trihalomethane, and nitrosamines. Attempts to remove them result in even more toxic byproducts.
I think they call them trolls. ;-)
I guess they never read Genesis 1:28, not to mention Genesis 2:5, 2:15, or 3:16, never mind Leviticus 25 & 26.
Oh well, maybe they'll get a clue when we start to see the equivalent of Deuteronomy 28.

They aren’t really ‘buying’ it. Many of them are being bribed to accept it by getting the below standard,below market price apartments to live in if they promise not to own a car and live on less than 10 gallons of water a day.
This is a fantastic analysis by Sen. McClintock and we should all make thousands of copies of it and hand it out in front of those G-d awful developments to the brainwashed and passive souls who are populating them.

I've heard horror stories about these land-grabbers on one of our local (conservative) talk stations. They won't be happy until the state government owns every square inch of California.
CA has established a soviet socialist dictatorship where all decisions on land will be made by the state for the Marxist common good, as defined by the state.
It’s apparent to me, but the majority of California citizens don’t see it, and those who do are mustering little if any resistance. McClintock is taking that first step to expose this imminent serf/master dictatorship by exposing it.
McClintock and his supporters need to form an anti-fascist party to first educate the citizens, and then start to take over local governments via elections to prepare for the battle against the thieving Marxists infesting the state capital.
