We already pay a fine for not spaying our pets. The annual registration fees dog owners must pay for non-spayed pets is three times the fee for spayed animals.

Only the puppy mills will sell dogs, which will in-breed the blood lines. You have only to look at what has happened to German Shepherds to see what that kind of breeding accomplishes. It will destroy a number of dog breeds.
Other breeds not recognized by the AKC will disappear completely. I have a Dutch Shepherd, a "type" that is deliberately not pure bred. Dutch Shepherds are highly prized for drug detection and police work. Service dogs in general will really take a hit because it is individual temperament that determines a successful breeding candidate, not blood lines.
This has NOTHING to do with protecting animals. The real reason for this bill is that we'll employ a whole new bureaucracy of worthless unionized Democrats who will travel the state confiscating dogs, one of our last lines of home defense. If anybody thinks that such isn't part of the agenda of PETA's donors, they'd best start thinking more deeply. One of the first things the Germans did to Belgium and Holland during WWII was to take the dogs. It nearly destroyed some of the finest working breeds in the world.

How are they going to find out? Send people door-to-door?

Just what is needed is another unenforceable law. Does anyone really think that animal control will even try to enforce this law in poor areas where even the police fear entering without large numbers? Additionally, this law will be flouted in rural areas.
You have to wonder when some of these legislative bodies will pass a law restricting high tides on the beaches as King Canute tried to do.
