I am no expert on senate rules, but I know that there are some rules that allow a person who voted no to bring it back up.

I think it’s possible that a person who voted NO can bring it back up. Someone else here mentioned that maybe some congressmen want to fool people by being able to say that they voted NO, when they did vote YES the 2nd time.

The public is pretty stupid. Maybe the democrats wanted to do a vote to see where everyone is on it so that they don't have to compromise more than they want to compromise.
