Isn't proficiency in the English language a requirement for obtaining a CDL? He's probably proficient in written English. Speaking it is a totally different skill.

Not sure if it's a requirement but having had an AZ CDL and remembering the classes, not to mention the State test where you have to point to and name 100 parts of the truck, it seems improbabble that this guy took a credible course and test. There are some schools where the State has licensed the school to give the final State test. Where I went, for credibility reasons, you went dowm to the Commercial DMV and went through the real thing

In the above article it says 16 states give the test in foreign languages.

If so, wonder where this guy got his? Well they caught the dot man selling them in Pennsylvania, I doubt if he was the only one. Besides it could have been a real license, just the guy using it wasn't the one it was issued to.

Federal regulations said that commercial drivers should be able to read and speak the English language sufficiently to converse with the general public. But 17 states and the District of Columbia offer the commercial driver’s license test in foreign languages.

Ricardo Guzman cannot speak English and does not have the proper training to drive or maintain his truck. During a delivery to Milwaukee, a chunk of metal fell off his trailer, hit and punctured the gas tank in a family van owned by the Rev. Scott Willis and his wife.
And the money goes to politician campaign funds....
