Would a terrorist attack raise prices? Would the loss of that fuel raise prices? Why?

My guess is that a terrorist attack at one of the busiest airports in the country would lower prices. The loss of fuel would be trivial compared to the drop in use as airports shut down to implement new security measures and travelers decided to rethink their travel plans.
