He says it would be impossible to locate all the illegal aliens, so how can they be forced by law to pay a fine, undergo background checks,pay taxes,apply for citizenship if they can’t be located????
Apparently they are all invisible right now, but as with Claude Raines, all we'll need to do is wrap them in specially-treated bandaging in order to note their position ... and then they can be fined, we can track their mandatory employment, etc.

And if I can make these provisions even stronger, I will."
If they can't be located and deported, how in H--- are they going to locate them so the fines can be levied and background check be made?

And add a new agency to the Federal budget to oversee that these illegals are gainfully employed and have reached all the checkpoints.
Heck, they were willing to come in loaded in the back of an 18 wheeler....so a school bus would be a luxury ride back.
