As liberal democracies, the governments also share common principles: protecting individual rights, upholding the rule of law, and ensuring equality of opportunity for their citizens. North America, in short, is more than an expression of geography. It is a partnership of sovereign states with overlapping economic and security interests, where major developments in one country can and do have a powerful impact on the other two.
CommunityLaw Enforcement and Military Cooperation Security cooperation among the three countries should also extend to cooperation on counterterrorism and law enforcement, which would include the establishment of a trinational threat intelligence center, the development of trinational ballistics and explosives registration, and joint training for law enforcement officials.
Develop a North American Border Pass. The three countries should develop a secure North American Border Passwith biometric identifiers. This document would allow its bearers expedited passage through customs, immigration, and airport security throughout the region. The program would be modeled on the U.S.-Canadian NEXUS and the U.S.-Mexican SENTRI programs, which Recommendations 9 provide smart cards to allow swifter passage to those who pose no risk. Only those who voluntarily seek, receive, and pay the costs for a security clearance would obtain a Border Pass. The pass would be accepted at all border points within North America as a complement to, but not a replacement for, national identity documents

Some of it's going to make you do a double take. Mexico talks about illegal border crossers and drug dealers, like they're coming from here to their country.
Has anyone else read this report?
I searched all over for a date. It says final report but when it was written I don’t know. I may have over looked the date I was so blinded by outrage.
LOLOLOLOLOLOLOL!!!
Surely this clown isn't including Mexico in this group, is he?
"Upholding the rule of law..." That's rich!
No, I haven’t found a date either. The only date is 2005 regarding a joint statement. Maybe this is Round 2 or Round 3, as I’m sure the Clinton Administration would have no problem with it.
I have read this report, and it frightens me that so many of our political leaders and candidates are members or former members of the CFR.
I am in favor of expanding opportunities through trade. I am not in favor of establishing a North American Community that would erase borders and create an EU situation in north America.
I said parts will cause people to do a double take...and this was one of them.
It reads like a who's who with our politicians. Very frightening.
I'm in favor of trade as well, just not the kind they have in mind.
The CFR is a creature of transnational elites who have more in common with each other than with the middle or lower classes of their own countries. It's the same thinking that is behind the Wall Street Journal Editorial Board push for "open borders."
They don't have as much patriotic attachment to America as a country as they do to their own privileged lifestyle. On this score, they have something in common with lefties like the Clintons who want Americans to give up their sovereignty to a North American and, ultimately, a "world union" in which Third Worlders (as represented by their corrupt kleptocrat leaders) will have a much larger say in making the rules that Americans must follow in our own land.
That's a relief, sKerry's people worked on it. Now I feel better.
This may help.

Newly Uncovered Commerce Department Documents Detail Security and Prosperity Partnership of North America
U.S. Government Working Groups & Business Leaders Seek to Harmonize Regulations with Canada and Mexico
(Washington, DC) — Judicial Watch, the public interest organization that promotes transparency, accountability and integrity in government, politics and the law, today released records obtained under the provisions of the Freedom of Information Act (FOIA) from the International Trade Administration of the U.S. Department of Commerce concerning the Security and Prosperity Partnership of North America.
On March 23, 2005, heads of government Vincente Fox, George W. Bush, and Paul Martin launched the North American partnership at a meeting in Waco, Texas, with the expressed goal of a safer, more prosperous North America. According to the documents, the partnerships working groups include government and business leaders from the United States, Mexico and Canada, who are addressing a variety of topics, including movement of goods between countries, traveler security, energy, environment and health. Proponents of the partnership claim its purpose is to increase security and prosperity for all three nations through enhanced cooperation. Critics maintain the partnership will sacrifice U.S. sovereignty by establishing a North American Union, with open borders and a common currency.
The Commerce Department also provided substantial documentation concerning the North American Competitiveness Council. The council consists of 30 members, 10 each from the United States, Mexico and Canada. The U.S. Chamber of Commerce and the Council of the Americas agreed to jointly lead the U.S. Secretariat. Documents describing the North American Competitiveness Councils launch, its recommendations, and meeting minutes were also uncovered by Judicial Watchs FOIA request, which was filed on August 15, 2006.
The councils recommendations to the North American partnership include advice on how to handle an international disease outbreak: It is also essential that throughout a pandemic all borders and major roads remain open With respect to border enforcement, the council recommends that, A reasonable grace period should be established at border crossings, during which time people lacking documents are educated about their options and allowed to pass. The council also makes recommendations on energy issues such as the enhanced integration of the Mexican [electricity] grid with that of the United States.
Many Americans are interested in where this North American partnership process is going, said Judicial Watch President Tom Fitton. Given all that is at stake, the federal government has a responsibility to make sure this process is transparent and open to public scrutiny — so the release of these documents is an important step forward.
The newly released documents include contact lists, meeting agenda and minutes, recommendations, fact sheets, speakers quotes, action items, and procedural guidelines. The records are available on the Judicial Watch Internet site: www.JudicialWatch.org.

The disconnect between our government and we the people is staggering.
They don't have as much patriotic attachment to America as a country as they do to their own privileged lifestyle.
That's it. Shameful and also traitorous.
I think I seen his name a million times and everytime I do it my stomach turns.
It used to mean absolutely nothing to me. A candidate is a member of the CFR? Big deal.
Now, though, I'm growing more convinced that the CFR is driving legislation and what what we believe is good for America is less important to our elected representatives than what the CFR tells them is good for America.
I am nearly to the point that membership in the CFR or an identifiable cozy relationship with CFR members is enough to preclude any candidate from getting my vote.
cue whoever is going to post for my edification a list of Reagan's folks who were members of CFR
The North American Union is scheduled to come into being in 2010. Not maybe. Definitely. The Presidents Illegal Alien bill is part of that progress. It’s happening. Believe it and fight for your freedom. We can’t let this happen.
