It was incumbent on the voter to take steps to ensure their vote was cast on election day, all incompetence or perfidy of the elections office notwithstanding. Sometimes when the bureaucracy gives you broken glass you have to crawl over it.
I don’t think Republicans can be disenfranchised, since they shouldn’t be allowed to vote in the first place. ;)
